The Boy Scouts of America has a few rules for the merit badge sash. These are summarized from the Insignia Guide[linked] and from ScoutStuff.org[linked]:
The Insignia Guide has no rules on how merit badges are placed. The sash is wide enough to attach merit badges three across.

The main purpose of the sash is to display merit badges. These are attached in rows of three in no particular order. Many just attach them in the order they were earned. Some attach the required badges for Eagle down one border - usually the right. If additional space is needed merit badges may also be attached to the back of the sash. Venture and Varsity scouts may attach a venture/ Varsity letter in the lower front corner. Temporary patches may also be attached to the back of the sash. A sash pin may be worn to keep the sash in place.
If you are referring to the order in which they should be placed on the merit badge sash, the answer, is no, there is no official order. Some scouts place all of the Eagle-required badges on the inside column, so they are closer to the heart. Others place them in the order in which they were earned. I don't believe there is any "correct" way to do it.
The sash goes around one shoulder and down to the waist. Merit badges are attached to it. The neckerchief goes around the neck and has a ring clasp to keep it snug.
Merit badges are circular and about one inch in diameter.
For Girl Scouts of the USA, the Girl Scout Brownie badges go on the front of the sash, near the bottom. If you run out of room on the front of the sash, the badges may go on the back of the sash. For GirlGuiding (UK) there is no specific position for the Brownie Interest badges on the sash. However, Brownies and their leaders may decide where to place the badges on the sash.

A Court of Honor is where Merit Badges and Rank Badges are handed out to Boy Scouts.

Boyscouts have a sash that goes across their chest. Patches are sewn on this sash in order they are earned.
Most badges are sewn on, but some may be the iron on type. There are also products that are a type of glue that may be used to attach the badges. Regarding where to place the badges, it depends on which organization the Girl Guide belongs to. Girl Guides Canada say that the girl's program books should have an illustration for placement of the badges on the sash. They also have photos of the sashes at their online store. The troop leader/guider should be able to tell you where the badges go.
The Historical Merit Badges were a promotion for the 100 year anniversary of the BSA.
