Turn on the radio
Press the "band" button
Keep pressing the "band" button until you come within the parameters of the frequency that you want
Let the radio scan until it gets close to the actual frequency that you're looking for
Press the "hold" button and use the arrow "up" or "down" button till you lock in the correct frequency
Once you have the frequency locked in, press the "program" button
Press the "private" button
The unused channel will be flashing
Press the "program" button, this locks the frequency into that channel
Continue this process until all of the frequencies are loaded into the radio

To program a conventional frequency into the scanner first select a channel to program and then enter the frequency you wish to store in that channel number and finally press E. On most Bearcat scanners turn it off press and hold 2, 9, and hold then turn on it will display CLEAr this means it is at factory state.
