Most remote controls come with codes for TVs, DVDs and cable boxes. You can also check the remote control manufactures web page. I find it is better to just buy a universal remote control, that way I can program multiple devices on one remote control.
The only way I know to program this TV without the remote is to unplug the TV and leave it unplugged for 2 or 3 weeks (I'm not sure of the exact time, but I know that it's more than one week and no more than about three weeks). When you turn the TV back on, it will want to re-program. I know it's kind of an inconvenience, but it's the only way I know of if you don't have the remote.

I just picked up a Philips DVD3150C DVD/VCR at at thrift store for $5 without a remote. My universal remote that I already had on hand is a Philips SRU4105WM/17. This remote worked perfectly with the DVD3150V. The codes were 0598 for the DVD and 0230 for the VCR. By the way, I love this Philips remote; I've been able to use it for everything in my hodge podge collection of gear.
