It's not actually dead skin, if it was then you would not feel any pain when you cut it off. It's an excessive growth that clings onto your nail's underside and grows along with it. There's a 1-2% chance it may come off in your lifetime. Until then it's soulbound and you just have to learn to live with it.

Each toe nail should be cut straight across, without curving at the sides. When a nail is cut in a curve at the side, it frequently re-grows into the skin and becomes an ingrown toe nail. Ingrown toe nails cause pain, especially when wearing shoes, and often need to be removed by a podiatrist.

If you have an ingrown nail, do not try to cut it or dig at the skin. This can cause a serious infection which can lead to a bone infection.
