Jack becomes the leader of all the "savages" as it is said in the book and due to the "dance" that he created, it leads all of the other children into a state of evil and disregard so they follow as they are lead and as a result of this, Simon is killed by everyone including Ralph, Piggy and Samand eric. However it is Jack that leads them to this point and it is Jack who scares his tribe members into doing as he said. You could even say that the dance symbolizes the fact that there is evil and savagery in everyone.
