if you are a minor and you call social services, they are legally bound to come see and check things out. i think its harder to prove without physical marks but its not impossible. there should be other signs of neglect other than physical abuse. but a social worker should be able to tell when things arent safe for a child and an investigation would be launched if suspicions were raised.
