It depends on what type of picture it is. If it's just a picture on a piece of paper or something like that, you'll need a scanner. Scanners cost ranging from the cheap ones ($100) to the expensive ones ($1000). Some can also read the negatives from your standard camera.
If it's on a digital storage device like a usb flash drive, an ipod or anything like that, they should come with a usb fitting. If you have a digital camera it should come with a usb cord but if it doesn't you can always look at the type of camera and ask around.
If you've got the data on the storage device with all the cables and such, and you're having troubles actually getting it on the computer, plug the device in and a new file should come up with "untitled" or something like that as the name. Open the folder and search around in it. If it's a digital camera it should have some files in it entitled with the year you took them eg. if it was taken in 2007 the folder should be named "2007" or at least have 2007 in it. Look around until you find a folder with the year you took the photo in the name. Then all you should be able to do is just click and drag it to your desktop. BUT BE CAREFUL. When taking the device out of the computer ALWAYS right click on it and find "Eject" in the popup menu. Wait until the file disappears to disconnect the device. This will stop the information from corrupting and rendering itself useless.
