First Bleed the rear brakes then the fronts. Check the brake fluid in the resivore. Also check the the E-Brake switch is working properly, Then drive the van a few feet an cram on the brakes hard.

If previous suggestion does not help, there is a chance that the valve is jammed and will not center. Replacement may be necessary.
