Take a prybar and slide it between the idler pulley and the closest bolt or extrusion that will act as a fulcrum. Push the bar against the tensioner to gain slack. Install in the same manner....MT

You release the spring tension on the tensioner, a pulley in the belt system who's only purpose is to keep the belt tight. Normally you can use a ratchet to move the pulley away from the belt, but some are adjustable and require loosening a bolt.
If you own the car look under the hood and there should be a diagram showing the belt path and what pulleys to capture and which one is the tension release pulley.
To build tension
If your car has a tensioner pulley it can be moved to release the tension on the belt for removal. Make note of the routing of the belt before removing it. This will make installing the replacement belt much easier. If you do not have a tensioner pulley one of your accessory motor/pumps (most likely your alternator) can be moved in order to release the tension on the belt. Most tensioner pulleys have an hole the exact size of a ratchet drive on the tensioner arm. This allows you to put a standard ratchet (without any socket attached to it) into that hole and use the leverage of the ratchet to release the tension.
If it is like my 97 transport, 6 cylinder, the way to change the belt is as follows: Locate the tension wheel near the center of the pulleys. Using a 3/8 inch rachet (without a socket), place the end into the square hole of the tension wheel. Using the rachet, push the wheel towards the firewall to loosen the tension on the belt. Remove the belt and release the tension. Follow the diagram to replace the belt reversing the process. Make sure the grooves in the wheels line up with the belt grooves.
