I'm guessing the hazard switch wont turn off. I had the same problem in my 2000 S40. You'll have to take off the the climate control dash panel (with the three dials for heating/a/c controls), and unscrew the the top panel with the air ducts (this is the panel with the hazard switch on it). It will take some work to pry this panel out - and the ducts should come with it. Once it's out, locate the wire harness at the back of the hazard switch and unclip/remove the harness. Now you should be able to just slide the switch out of the back of the duct panel.
Remove and replace, then reverse this process for install.

If you will notice the hazard lights are not actually flashing, reason being, the hazard flasher relay is defective. Replace it.
