Permanent markers really are made to be permanant but the best chemical is "Goof-Off" sold at any home depot type store. Use Masking tape in a circle around the mark then apply the goof off to a old rag. Rub the chemical carpet Strand-By-Strand on the stain and immediatly wipe off with a different rag. This method is best to remove the most stain while removing the least of the carpet color.
