Unscrew the two screws above the gauge cluster.
Then, on the right side of the dash near the airbag switch start pulling the dash off, it is all held in place by clips.

we had the same problem in our 99 dodge dakota, unbole the radiator from the frame, then unmount the trans cooler from the radiator then carefully bend the transcooler lines away from the passenger...
It's located right at the bottom of the dash all the way at the far right of the passenger seat. 3 bolts and an ungodly tight clip on the wires are all that hold it in place
If you look under the dash on both sides you'll see screws with hex shaped head that will be holding the bottom of the lower dash to a frame. Remove each of those screws and the bottom will come...
