You can buy a disk manager, or just use the one built into Vista. Go to:
Control Panel > System and Maintenance > Administrative Tools > Computer Management > Disk Management. You will be presented with a list of partitions on your hard drive and tools to change them. If the partition you are trying to remove is the one with Vista installed on it, then BACK UP YOUR FILES and boot from the Vista disc. Then, proceed with install steps until you reach a point where it will allow you to format partitions. Just format the partition of your choosing and exit the install (unless you want to install a fresh copy of Vista.)
