use a center punch in the busted bolt (try making it as dead center and proper angle as possible) then drill carefully starting with a small bit and work your way up with a bigger bit until it comes close to the entire bolt size -just be careful, block's thread might get chewed up when using a bigger bit if not centered and angled properly. Then use a sharp awl and pick out the remaining steel on the threads.
you may do a betetr job if you buy a broken head remover bit, and instead of using a sharp awl use the remover and you will not damge the thread
