If it is a fresh canvas and it has some oil paint on it, then you can either paint over it with more oil paint or take off the canvas and restretch some new canvas over the supports. Oil over oil, oil over water, but NO water over oil. White Gesso, which you can buy at any art store covers a canvas very well, but is meant for priming canvas and is water based, it will not work over oil.

it stains alot, mabey it would be best if you let it dry out and then scraped it off?

It would probably be a good idea to use a type of solvent like paint thinner. Paint thinner can take wood stain off of your hands, so it should take it off your clothes.

Go to a good art store and ask for their advice. They have people that clean very expensive paintings, so they would know of a product to clean the canvas ceiling panel.

If it is relatively fresh, you may be able to use turpentine to get rid of it. If it has been there for a while, your only option may be to paint over it.
