Ice the plastic and "freeze" it so you can chip or scrape it out with something sharp. (Be careful not to dig up the pan.) It takes patience. Then take a wire brush to the remains and you should be able to remove all the plastic. You'll need to re-season the pan, probably. Or at least part of it. Having said that, there is a parting note. It has been observed by some that an old timer who acquired a couple of the nastiest cast iron pans built a small wood fire and put the pans directly on it. He stoked the fire a bit at a time until everything on the pans was burned off (and it did burn off!). After that, he let the fire die, and with the pans on it so they cooled slowly. He then brushed them out and seasoned them per the best instructions and "started over" with these utensils. Note that burning plastic emits toxic smoke. Do a lot of scraping and brushing before "firing up" the piece.
If simple washing does not remove plastic off the outside of your kettle, try placing the kettle (if it's not electric) in the freezer. The plastic may become brittle and removable. Otherwise try dissolving the plastic with a light solvent. Start by rubbing the plastic with vegetable oil. If vegetable oil does not work, wash and dry the kettle and try a stronger solvent like nail polish remover, but only if the kettle does not have a painted finish that could be damaged by a solvent. If that fails, wash and dry the kettle, and try an even stronger solvent like paint thinner. Always wash and dry the kettle after applying a solvent. If solvent fails, you might have to heat the metal, non-electric kettle to heat the plastic and scrape off the melted plastic with a tool while the kettle is still warm. Do this in a well-ventilated area, as the melted plastic may cause fumes. If you have an electric kettle, your choices are limited. You could mechanically rub off the plastic or use a mild solvent like vegetable oil. Otherwise you need a new kettle.
Use a product called Goo Gone. It can be purchased at any Home Depot or Lowe's hardware store. Cover the melted plastic with enough of the product to cover it in a small puddle and allow it to sit for about 10 minutes. You can then scrape it with a wood spoon or other wooden object to keep from damaging the non-stick coating. You may have to repeat the procedure a couple of times, but this is the best method by far, and I have tried everything!
Different plastics act differently. Heat the pan enough to soften the plastic, and scrape it off with a knife. Some plastics won't soften much, some will then come off easily. What you can't scrape off, burn off (with burner, torch, wood burner, soldering iron or whatever). Have good ventilation while burning, as the plastic fumes aren't good for you.
I always just burn it off and then give it a good scrub after that, open windows because its not good to inhale.

The biggest con to using enameled cast iron pans is that the enamel contains heavy metals and can be bad for your health if pieces start to break off.

When cast iron has been properly prepared, by soaking it in cooking oil for 24 hours, you can fry with it quite successfully, and the food will not stick to the pan to any excessive degree. Cast iron is very durable, more so than a teflon coated pan; the teflon inevitably gets scratched and burned. There are other workable materials for making frying pans, but cast iron does work.
