The most common process is by soaking. Soak the stamps in cold water. After about fifteen minutes, most stamps will slide off of the paper. You would then dry them on blotting paper or towels. Weight is useful in keeping them flat. Also, be cautious of bright colored envelope bits. Red is particularly nasty, soak them separately from the others unless you want pink stamps!

Washing ink off stamps is not a good idea. It is considered fraud and a federal offense to do so and try to reuse them. The stamps were designed to soak up the ink so you can't get the ink off.

Note that most stamps are designed so that they cannot be reused, even if they are not cancelled.

For over a century the primary way of removing stamps from envelopes is soaking them in water. But before removing the stamps from envelopes, make sure you have determined that there isn't value in having it on the envelope, such as special cancellations, usages or advertising that a collector would prefer to just a stamp.

Tear the piece of paper which contains the stamp. Place it into a basin of water, until the stamp falls off the paper. Dry the stamp and remove the glue on the back of the stamp if need so.
