If you look under the dash on both sides you'll see screws with hex shaped head that will be holding the bottom of the lower dash to a frame. Remove each of those screws and the bottom will come loose. The top will be held by clips that pop loose as you pull the plate out. Pay close attention when pulling so you know if the clips are actually coming loose.
