That requires a special puller. It's called a Power Steering pulley PULLER.
You can rent them at Advance Auto parts stores.
bearings, yes inside behind the pully wheel, around the shaft. they do ware out need a stearing pump pully puller available at most auto parts stores for rent.
Go to your local auto parts store, and get a power stearing pully installer/remover. Sounds to me like you are just trying to use a bolt. That would work you need to get a longer bolt with a nut and large strong washer. place the nut on the bolt, thread it to the top,put on the washer, place the pully where it goes screw the bolt in til it bottoms out DONT FORCE, now tighten the nut down on the washer and pully you should be able to push the pully all the way on now.
You have to remove the radiator fan cowling, then the radiator fan, remove the serpentine belt, then you are ready to remove the pump. You will need to buy a special tool to remove the pully from the pump while it is still on the mounting braket. Once the pully is removed, remove the pump. Installation is reverse of de-installation. Also, if your water pump has more than 130,000 on it or close replace it at the same time.

The Allen head is NOT a bolt. Go to an Auto parts store and get a Power Steering Pulley Remover tool. The pulley is pressed on, there will be instructions with the tool or ask the counter person.
you need to buy a steering wheel. {Cheap at auto part store} remove your horn cover screws from behind the steering wheel. attach the pully, screw it in and it will pull the wheel off.

The belt pully on most Cherokees is pressed onto the pump shaft. It will take the appropriate size gear puller to remove. The same remains on installing the pully on a new pump. The action of the puller has to be reversed and used to press the pully onto the new shaft.
