1. Remove key from ignition, turn steering wheel back and forth until it locks.
2. Remove the round horn cover.
3. Get a breaker bar or 3/4 ratchet along with a 17/18/19mm deepwell socket (whichever one fits the nut)
4. Remove nut turning counter-clockwise.
5. Before removing steering wheel, make note of exact position.
6. If installing an aftermarket steering wheel, you'll need a momo or sparco hub adapter.

Or is it loose so that you can move the wheel up and down and side to side no matter what tilt setting you are at?

You will have to turn the steering wheel vertical and wedge a small flat-head screw driver into the whole on each side. Pull up with screwdriver and the airbag will pop off on each side. Then just remove and you're done.
Important: push the steering wheel down and backward to the ends to reach the good position. Use 15-17 cm long, max. 5 mm wide screw driver. Keep down the handle as possible . Push it gently.
Remember... don't pull hard because the wiring harness is still connected. Gently pull off and disconnect harness.
Then you will need a 12 point star key to remove steering wheel. You can also use a T55 torx bit (easily accessible at any hardware or auto store). Remove bolt and wheel will come right off.
To install do reverse. You will also have to clear the airbag light with a Vag-Com unit.
