On any Ford that DOES NOT have an airbag, you can remove the steering wheel by loosening the nut and running it out flush with the end of the shaft, then brace under the wheel with your thighs, while pulling on the top of wheel, then with other hand rap the end of the shaft with regular hammer... note "rap" not pound.

On those secured with bolt, loosen only a couple of turns and do the same. If the wheel does not free up, go to parts store and rent a steering wheel puller.

Center covers usually either snap on or have a few screws holding them on from the back of the wheel.
