How do you repair a 97 Achieva that cannot be turned off because the shifter will not go into park and it won't turn off the lights?

The first thing you should ck is your ignition. The vehicle may need to be re-keyed. The ignition switch could also be broken. This tends to occur especially by using generic copies of the key. Sometime they are not made to the precise specification.

Check and see if you have brake lights - If there are no brake lights then your shifter release solenoid will not release the shifter, it will be stuck in park. I haven't done it (yet), but it should be pretty simple - there are about 6-8 Phillips screws to remove the console and access the shifter - from there you should be able to find the receptacles and change the bulbs. (I assume you mean the floor shifter lights, not the dash shift position indicator lights.)
