Fiberglass emits gasses during the cure process that get trapped between the repair and the ABS that causes deterioration of the ABS and eventual failure of any repair made with fiberglass. Once the repair fails the gasses from the fiberglass usually renders the ABS too weak to accept any type of repair, then the step will need to be replaced.
If you are referring to the plastic control joints, they can be replaced. Cut off the tops of the old ones and glue the new ones to the old with PVC glue. Mortex or Stegmeier make replacement strips.

Let it dry over night, and then, refill your pool. If this repair is done right it can last for years.
