You can change your 1995 Chevrolet ignition switch by removing the ring at the top of the ignition switch. Slide the ignition switch out and remove the wiring harness. Reverse the process to install the new ignition switch.
If the ignition on the 95 Neon will only turn partially, then the ignition switch has gone bad. The only remedy is to replace the switch.

I've had the same issue, It's a bad ignition switch, replace the ignition switch and you should be good to go. P.S. the ignition switch is located under the steering column, it's held in by 2 screws, but it can be a hassle to remove.

I just replaced the ignition switch and lock on my '96 Escort. They come as one unit, so you can't just replace the lock tumbler. Remove the steering wheel (using caution for the airbag), and then remove the multi-function switch. Now you can remove the ignition switch and lock.

A bad ignition switch, on your 1995, Mercury Voyager, will cause the vehicle not to start. In most cases a bad ignition will cause the engine not to turn over.
You have a starter/ignition switch mounted in the steering column and you have a starter solenoid switch that is mounted to the starter.
