The panel is held on with one star bolt and is situated between the gas panel arm and the bottom of the plastic molding that sits below the steering column. the flasher should be be green and clipped to a small, cube shaped harness and attached to the inside wall by two plastic clips. You will need to use a very small flathead to pry the two pieces apart. After removing the part you can verify that you have the correct replacement by comparing units, often times without opening the packaging on the replacement. Secondly you can verify that you did remove the flasher by putting your keys in the ignition, turning the on and then using your turn signals or hazards.
