On the passenger side in the footwell, under the glove box there is a panel held in by expansion clips. Release the clips, and take down the panel. The resistor is nearest the firewall, and closest to the center console. You will need a small socket wrench, as a driver won't be able to get clearance in the space. Find the appropriate sized socket, and remove the screws/bolts. Unclip the wiring harness. The resistor should drop right down.

Step-by-step:

Just an update on what I found while replacing it on my 04' Grand Prix GT2.Disconnect the battery as a just in case and then do the following:1. Pull out expansion clips(3 of them) below the glove box on the passenger side. Disconnect floor light and set panel to the side.2. Locate resistor. All the way in back by the firewall and slightly to the left.3. Disconnect cables from resistor(I just pushed mine up behind some other cables for the blower to get it out of the way)4. Unscrew resistor as said before or, in my case, take a chisel and snap off the plastic melt tips that were initially installed holding the resistor in place. At that point the resistor will fall right down.5. Place the new resistor in place, screw back in. Plug in cable, put panel/foot light back in position.
