These instructions are for a 2000 Pontiac Grand Am GT. I suspect the 1999 model is similar. ''Wear gloves and eye protection when handling halogen bulbs'' * Reach under the bumper and feel where the fog light electrical connector is located. You can stick your head under there to take a look if you need to do so. * Grab the connector (not the wires) and give it a counter-clockwise twist about 1/3 of a turn. This will allow you to pull the bulb out of the fog light assembly. * Lift up on the clip on the connector and remove the old bulb. * Insert the new bulb into the connector. Be sure not to touch the bulb. Clean the bulb with alcohol if you do touch it. * Carefully insert the bulb/connector assembly back into the fog light, and seal it with a clockwise twist. I just performed this operation on my own vehicle. It was no problem at all. there should be a bolt towards the top of the fixture and then you can either unclip the wire or pop out the bulb. I just removed the old bulb tonight and its not that much fun. First remove the plastic trim which is held by 3 bolts. Then pull the plastic trim away from the bumper enough to get your hand in. After that (by touch) grasp around housing for driving lights and you will feel the connector. Quite right remove bulb by twisting connector counter-clockwise. For tonights job I twisted the connector back into the housing without the bulb for now to prevent dirt from getting inside.
