You need to take off the trim piece that goes across the entire dash. There are spring clips on the passanger side and a few screws around the IP panel you need to take out. the dimmer switch & hazzard switch both have clips on the back that need to be lifted before it will push thru (or just disconnect the electrical connector. the ac vents will stay attached to the trim piece. don't pull it too far forward theres not much play in the wiring harness.

there is not exactly a flasher relay for this car. technically your hazard switch is the flasher relay. you can get this "hazard switch " for about $30 on gmpartsdirect.com. i had to replace mine last year and i was also under the impression that i needed a flasher relay since the turn signal would just stay on. I had to fudge around with hazard switch push it a few time for the signals to work. that is when i figured it out that hazard switch is the flasher relay. i hope this helps.

The cylinder should not be worn out on a 99 car unless you were using a very heavy key chain. I would just replace the ignition switch if the cylinder works OK. You also might try some Graphite lube on the cylinder.

The turn signals operate through the Hazard switch. The Hazard switch assembly is in the radio console inside the car and must be replaced. This unit is about $90 CDN and can be purchased from the dealership. I replaced mine by pulling out (Carefully!) the radio console (the owners manual will show you how to do this). After that, you: Push the old Hazard Switch out from the rear of the radio console. Unplug the wire at the end of the broken Hazard switch. Plug the wire into the new Hazard switch. Push the Hazard switch back into the radio console and slide the radio console back in place. It takes 2 minutes if you get someone to hold the radio unit while you change the switch. Good luck!
