I have a 2003 Dodge Dakota but I believe it will be at least similar. Being stumped on how to change the headlights I finally took it to my favorite garage and had them do it while I watched. My trouble was reading the manual that said to take off the entire assembly, the mechanic just reached in to one side of the battery and unscrewed the holder ring and then pulled out the bulb. You can't see what you are doing so it is tricky. But unscrew the ring, note where the flat side of the bulb housing is so you can put it back the same way, pull out the bulb and connection wires. Put the bulb back in, without connecting to the wires first. This lets you push the bulb in and seat the O ring with the flat side where it was originally. Put the ring over the wire and plug the wires back in. Then screw the ring on.
Looking at the passenger side this method may not work because I can't see how to get my arm in there. The mechanic was busy so I didn't bother him about the side I didn't need a new light on. However it you take off the obstructing plate you may be able to do the same.

For the passenger side, you have to remove the air cleaner box: loosen hose clamp on air duct going to the motor, open cover by releasing clamps,remove air box cover by pulling in towards front of vehicle to release the hinge. remove air filter. Remove bolts. There is a bolt at the bottom of the box and one on the outside corner. You also have to remove the one vent hose next to the duct. Pull air filter box out. This allows you to get behind headlight. Disconnect bulb connector by pressing down on tab with screwdriver. Loosen the bulb lock ring by turning it counter-clockwise. Pull out bulb and replace. Hope this helps.

Doing it the right way and removing the parking lamp assembly and the headlamp assembly should only take you 15 minutes a side if that. Do it the right way so you don't damage either your skin or the bulbs.
