Simply lift up on the white toggle (hard) which unlock the whole headlight unit. The headlight unit will then pull out allowing easy access to the light bulbs.

Lift on the white toggle WHILE PRESSING INWARD ON THE HEADLAMP ASSEMBLY. Lift the toggle a small amount (not all the way)...just enough to align the horizontal tabs with the top of the headlamp assembly. Pull out and place the headlamp assembly on the car (wire is still connected so it cannot be removed completely). Rotate the bulb 1/4 to remove. The entire bulb is the glass plus part of the plastic which unplugs from the wire it is attached to by slightly lifting the two tabs holding it on.
There are bolts surrounding the headlamp. remove these and the wires.

If it's the same as a 96 Pontiac Grand AM GT, than you would need a 10mm socket and rachet there are three bolts on top of headlight remove these and just pull out headlight. Disconnect the wire going to the bulb you want to replace.

The horn should be located just under the driver side headlight.
Open the hood and there are screws on both sides loosen then move flaps and pull light backwards until you can get to the bulb.
