there really is nothing you can do about it the woman is over 18 and is a legal adult. If she is pregnant by a man who has children older than her then i guess his children might possibly have a step mom that is younger than them

The 19 year old is above the age of consent and, assuming that she is not declared incompetent by the court, can choose with whom to have intercourse. If the girl is pregnant, then paternity should be established so that the father will be obligated to support the child until the child is 18. The fact that the man has children older than the 19 year old girl is simply bad taste - not a legal infraction.
