I can tell you what I would say but it's not necessarily the best way for <you> to approach the situation.

Here is how I suggest approaching this question:

1) Knowledge, Skills and Abilities. Get your hands on the specific job description for which you are seeking promotion. Then pull out the most important functions of that description and discuss your specific Knowledge, Skills and Abilities in terms of those specific functions. There should be at least five major, important functions in the job description you can use to give five very specific reasons why you are well qualified and should be promoted.
