There is a hidden partition on the hard drive with all of the information necessary to restore your laptop.
To access this partition, start with the laptop off.
Press the power button to start your laptop. As soon as you see anything on the screen, press and hold the 0 (zero) key next to the - key on the keyboard for about 5 seconds. When you let go, this should launch the restore program on the hidden partition.

On newer Toshiba's (2007+) try pressing the 0 [zero] button down when you start the machine. This should give you some Factory recovery options.
If you get no joy from this then you could try the answer below, but the Load OPTIMAL DEFAULT button will reset your bios, not your operating system (to my knowledge).
restart your laptop. press delete while re starting at the CMOs set up choose LOAD OPTIMAL DEFAULT

A recovery disc for a Toshiba Satellite C655 can be made by loading the recovery program inside of Windows. It allows discs to be burned using an image stored on the hard drive.
There should be a recovery partition on the hard-drive. There is on mine !
Most Toshiba's have built in software to let you burn the disks yourself and a recovery partition can be accessed by pushing a button while booting(example: F8). If not, i will recommend you to buy them from Toshiba.

well it should be the F10 or F12 button. There should be a hidden partition on the laptop that has the recovery CD on it. it will just load it from there. If you try both of those then most likely the recover partition is not there. Another thing you can do is either go to toshiba and order a recovery CD. Now keep in mind that some Toshiba don't have recovery partitions and you have to create your own recovery CD. The satellite series are notorious for this. I have seen this 1 to many times.
The laptop should have come with a DVD, labeled as the "Toshiba Recovery Disc." Place this disc in your DVD drive and restart your computer. OR IF YOU DO NOT HAVE THE DISK/S just go to ezrestorepc.com for all your recovery needs from many different brands including the toshiba one :-)
