Calling people with British mobile phones abroad is the same as when they are in the UK. But their phone card must be able to accept calls abroad ( roaming capable).
The calls to mobiles abroad are expensive, also many service providers charge the person who is receiving the call as well making it even more expensive.
Dial the UK mobile number exactly the same way you do when the mobile is at home in the UK. The mobile network will automatically locate it.

A toll-free telephone number can be programmed to ring to any telephone number, including a mobile phone. When you set up toll-free service, you just give the mobile number as the number to ring for the toll-free number.

+44 to dial into the UK from abroad... then remove the first zero from the number. For example - to dial the mobile number 07979 xxx xxx - from abroad you would dial 0044 7979 xxx xxx

If you are in the UK, dial the mobile number. If you are outside the UK, dial the international access prefix, then the country code for the UK (+44), and then the mobile number without the leading 0.
If I understand your question correctly. You're in Australia - wanting to call a UK mobile that's been brought to Australia by the British user. You would dial it the same was as if the person was still in the UK. The mobile network knows where both phones are and will route the call accordingly.

Not possible unless you work for the telephone company. Or, you could ring the number and ask them if you have a genuine reason to do so.
