Typically, you are going to want to stay in the middle of the pack for the first 200 meters. Depending on your position at the 200 meter mark, you may start wanting to make a move. Well don't. Most runners mistakes occur in the final 100 meters, mostly running out of steam. If you are in the back half of the pack, then make your move at around 330-350 meters. If you don't move up and fall back its not really a big deal because you have nothing to loose. You would want to take off as fast as you can for the first 15-20 meters then go into a fast speedy jog but NOT a sprint. When you are at the very last 100 meters of the 400 meter race you need to speed up a whole lot this is when you do your sprint.
Drinking things before a meet is a situational decision. Drinking too much can lead to cramps if you don't have enough dehydration. A decent suggestion is to get in a routine before you run or practice every day, eat or drink the same amount.
