when it comes to the term fluent in spanish i find it to be almost irrelevant in common day conversation, for some reason or another fluent in spanish barely has the same translation than in english, is not use commonly at all, and has more of a scientific/ physico-chemicall connotation that is not used unless it has to do with an educated jargon.
