"Rise and shine" is is a colloquial phrase which is probably unique to English. That means that you could translate the words literally, but they probably would not have the same meaning. If you uttered this translated command in Spanish, you would literally be ordering someone to levitate and emit light, rather than telling them to "wake up", which is what the phrase actually means. If you're looking for a phrase that, essentially, means the same thing, but lacks the colloquial nature, whatever the Spanish verb for "to wake" is, that's what you're looking for. However, there is probably a Spanish colloquialism for waking up that would be more appropriate. It will likely be something that doesn't literally mean "wake up", but that most Spanish-speaking people associate with waking up. I'm just guessing here, but it could be something like "see the day" or "smell the coffee" or "turn your brain on". You probably won't find it in a Spanish-English dictionary - you're better off asking a native Spanish-speaker for a Spanish colloquial term for "wake up".
