First, you have to beat the octopider boss in the Ocean Cave to get the PC Parts. Then you open the PC, find a QR Code you want to scan, and press A. You will get the level 1 version of that Denpa Man. If he dies, though, he will not appear at the spirit shrine. I hope this helps :)
