Next to the clock are two indented dimples. One has an "H" next to it and the other an "M". Pushing in the "H" one will advance the Hours and the "M" will advance the minutes.
The clock on the radio can be set by two buttons found to the right on the display screen. H for hour and M for minute.

Lol, I had this same issue when I first got my intrepid. On the right hand side of the radio, right where the display is should be two little buttons. One should say H and the other M, in which you can take a pen and touch it and set the clock. It's like two little dots that you push and the time will set.

Idle speed is computer controlled and is not adjustable. If the speed is incorrect you could have a sensor or actuator malfunction. Other causes include a vacuum leak.
Use the set buttons.
