Hold down the TIME/ 12/24 button for 3-5 sec -> the hour will start to blink. Adjust that with the ADJUST/ CHANNEL button. When hitting TIME again the minutes will blink - adjust them then press TIME once more to make everything stop.
Voila: time is adjusted.
Next time the clock is checking the atomic time everything will probably be reset to were it once was, though...

I don't have a "Sharp" brand atomic clock but the one I do have, you need to replace the batteries in both the indoor unit AND the outdoor unit at the same time. Something to do with the proper transmission and receiving of the remote's signal with batteries of equal strength.

HOW DO YOU CHANGE ATOMIC TIME SETTING
Leave it alone. The next time it gets a radio signal lock it will set itself. If it sets wrong, verify and if necessary correct the time zone.
The "Up" button will switch the Time Zones and the "Down" button toggles between Standard and Military Time.
Push the Time button once. This will change the Month/Day window to Alarm 1. Push the up button until the desired time zone is reached. Push the Time button twice more to return back to Month/Day display.
