Yes, you can shoot people, but not in the overworld. (Where your stick dude walks around, interacts with other stick people, etc.) You have to fight people with a boxing glove in their speech bubble...
It can be unsafe to shoot yourself in the heat with an RPG. But you should propably try it just incase I'm wrong? It probably won't I tried it the other day but sometimes it can harm you if you want...
