If you do not have the keyless entry key fob, you can use the key. Insert the key in the door, turn to unlock and hold. If this does not work try turning to the unlock position 2x with in 5 second (the same as unlocking all the doors from the driver's side).

My 1995 Chyrsler Cirrus had this random red wire sticking out by the fuses under the steering wheel. What I had to do was take a 9-volt battery and touch that red wire to the positive terminal while touching the negative terminal to any piece of metal on the car. This acted as a shut-off switch and it worked like a charm! The headlights stopped flashing (i had long-since pulled the horn fuse), I put the key in the ignition, and she started right up!
