try reseating the card and rebooting, reinstall the drivers for the PC card

You are not able to shut down the PC?
Sometimes there will be a program running that hangs when you tell windows to shut down. To avoid this, save any data you are working on and close whatever prpgram you had running. Then shut down windows. That should fix the problem. If not, there is likely some part of the OS that is corrupt and won't close out properly. You may need to repair the fault, or even reinstall the OS all over again.
