The first thing you want to do is check your windows to make sure they are properly installed and sealed. If they are not you'll need to simply fill in the cracks with a quality acoustical caulk. You may find that this is enough to solve your problem.

If you're on a budget you may want to simply hang some heavy drapes (like black-out drapes) to see if they cut back on the amount of sound you hear.

If that doesn't work you may want to consider adding a second layer of float glass above the layer that already exists. By doing so you'll create a 1-inch airtight pocket that will go a long way in soundproofing your windows. You could replace your glass with laminate glass but it is only mildly effective and costs quite a bit more.
