How do you start a college class that is a elective that is not being offered at a college?

[Edit]
I am not sure if I understand the question. If you want to take a course that is not offered by your college, but may be offered at another college and use it as an elective, then you must get permission to take that course at the other school. It is usually handled buy the registrar's office, but if not they can appropriately direct you. Ask for a visiting student form. Also make sure the college you are attending will transfer the credit back.
