After some searching on Google, I tried the above suggestion on my flooded Mazda Protege 1998 and the car had no response. Then I tried another suggestion that I found:
1. Remove the fuel injector fuse (check your owner's manual-it's located in the fuse box under the hood or in the dash)
2. Turn your ignition. It'll rev for a few seconds and then stop. Wait a minute, then turn it again. (don't turn and hold longer than 10seconds, it'll drain the battery). This step apparently dries out the gas-flooded engine
3. Put the fuel injector fuse back
4. Turn on the ignition. The car should now start.
