Lots and lots of stimulation of the nipple from your hands and/or a partners mouth. When you stimulate the nipple it sends a hormone to your brain telling your body to produce milk. You can also purchase a breast pump off of the internet or rent one from a lactation consultant at a hospital. Although they aren't necessary, breast pumps are good for stimulation and the expressing of the milk after it comes in. You can take an herb called fenugreek, vitamin B, and brewer's yeast which you can find in your local health food store/ vitamin cottage. You may also take a drug called domperidone or "motillium" which I wouldn't recommend because it's not natural and has harsh Side effects. Eating oatmeal and flax seeds help produce more milk; in fact there are even oatmeal cookies that you can make that include brewers yeast and flax seeds which you can eat to help increase milk flow, I believe the recipie is called "breast milk cookies". Also make sure you drink plenty of water ( 9 to 10 glasses) every day. You must also have a good mindset and be confident. Believing in your ability to make milk mentally and physically is important when trying to lactate. Never give up! Have fun and good luck!!
If you have enough stimuli (such as real or fake suckling) continuously for a fortnight, your breasts will begin to produce milk, and in such cases, even men have been known to lactate. Also, if your psychological need for pregnancy is strong enough, your body can go through a pseudopregnancy in which your body produces all the symptoms of pregnancy (lactation included) without having an actual fetus growing inside.
I preface this by saying it is something I've heard of, but not experienced.
I have had some women tell me that they have experienced lactation without being pregnant, where they have been pregnant in the past few years and they care for an infant as a babysitter for an extended period of time, like 2, 3 months or more.
As for causing it to happen without such stimulation, I don't know of any specific instances or methods.
Every woman who breast feeds has been pregnant; lactation continues from birth until the baby is weaned, during which time the mother is not pregnant.

Do your research and with a steady effort, any woman can start her milk supply in a reasonable time.
