In Pennsylvania, as well as many other states such as Idaho, Ohio, Maryland, West Virginia, Colorado, Texas, Wisconsin, and South Carolina, it is illegal to leave your car running while it is unattended. There is also a risk of civil liability that could result from leaving a running car unattended. Insurance may not cover damages or injuries if the car is stolen.
You should start by making a discreet inquiry with your local police to find out whether there is a law in your jurisdiction that prohibits leaving a running car unattended. If your town has “Quality of Life” ordinances then contact the code enforcement office to determine if your neighbor’s actions violate any ordinances. The noise, light and exhaust pollution would certainly affect the quality of life for all the neighbors in that area. If he is violating any laws or ordinances then it's up to you whether you want to notify him yourself or simply file a complaint and let the authorities handle it. I would do the latter since your neighbor doesn't appear to be reasonable.
If all of the above fails to provide you with any help then you should seek the advice of an attorney who can review the situation and explain your legal options.
Ask an attorney to issue a demand letter. If that does not work, issue a summon to court. Work with a lawyer for a better outcome.
