With puppies it's good to have at least a dozen chew toys around. Carry one with you when you approach the puppy and if he starts to mouth or nip hand it to him. Praise him for chewing on the right things. You should also teach your puppy the 'leave it' command this is not only for objects but also helps them control their bite inhibition (become more aware of how people like to be interacted with).
