You can't expect a baby to control their bodily functions. It's a parents responsibility to care for the needs of babies, including keeping them clean and dry.

When babies are born, emptying the bladder and bowels are reflexes controlled by the nervous system, not the baby. Eventually, perhaps around two years, the child may begin to feel the sensation of a full bladder. Each child has their own schedule of development that can't be controlled by the child or the parent. You can tell when a child may be ready for toilet training when the child is consistently dry for a period of time during the day; this shows that the muscles that control the emptying of the bladder may be ready for the child to control at will. Learning all that is involved in knowing that the bladder is in need of emptying to being able to get to the toilet in a timely manner and deal with their clothing is a process; trying to rush the process frustrates the child and often backfires. So, the whole toilet training process requires patience on the part of parents.

Put a pamper on the baby or just let the piss until its finished.
